Remarks by Congressman Earl Blumenauer on the Animal Welfare Accountability and Transparency Act (H.R. 1368), a bill that he sponsored. Mentions removal by APHIS on its website on February 3, 2017 9,000 records of violators of Animal Welfare Act and Horse Protection Act. The proposed legislation would require these records to be restored to APHIS' website. It would also take away tax benefits from violators of the AWA and HPA. Blumenauer worked with a colleague, Senator Ron Wyden, who introduced the Senate version of this bill (S. 503 Animal Welfare Accountability and Transparency Act).
