- Changes regulations for animal breeders and dealers by setting de minimis requirements for licensing. Breeders who maintain four or fewer breeding females (small exotic mammals, wildlife, or livestock animals), dealers who sell 25 or fewer dogs and cats per year, and exhibitors who exhibit 8 or fewer small exotic mammals, wildlife, or livestock animals are exempt from licensing requirements.
