- Abstract: The objective of this study is to discover whether there are feasible stratification procedures for the Food Stamp Quality Control samples which would appreciably reduce the magnitudes of sampling errors of the estimated error rates for a given sample size or cost of conducting the required reviews. The error rates involved may be overpayment rates, underpayment rates, or the total payment error rate which includes overpayment and underpayment errors. Alternative procedures for controlling the eff ects of an occasional extreme payment error found in the Federal subsample that is extreme enough to have a substantial influence on the sample estimate.
