Final report for the Food Stamp Program simplified application demonstration evaluation

Abstract: Two large documents covering 4 volumes for food stamp managers, policy makers, and regulators present the results of an extensive evaluation of the effects of program simplification on benefits, administrative costs, and errors in the US Food Stamp Program. This project was undertaken in an attempt to reduce the administrative burden of food stamp benefit calculations by simplifying program rules while maintaining an effective "targeting" of benefits to households that have the most need. The demonstration, conducted in 3 states (Illinois, Oklahoma, and California) tested how different approaches to standardizing and simplifying policy affect benefits, administrative costs, and error rates. Each state developed and implemented its own version of policy simplification, but all 3 focused on simplifying the process of determining food stamp benefit levels for households that were already eligible for other benefit programs (particularly, the Aid to Families with Dependent Children program). The first 3 volumes of this report provide a summary of the findings (Volume 1), and details of central findings (Volume 2) and of supporting studies (Volume 3).
