- This report to Congress outlines the causes of the increase in FSP participation, which increased over 1 million from the second quarter of FY 1989 to the second quarter of FY 1990, and by over 2 million between the same quarters during FY90 and FY91. Texas, California, Florida and New York represented over half of the increase.
