- Abstract: This study addresses two methodological issues in the serial analysis of multiple program participation. The 1984 Survey of Income and Program Participation (SIPP) was used to examine: (1) the appropriate time unit for the analysis of program transitions using SIPP and (2) alternative methods to account for part-year households in analyzing serial program participation.
